Built in 1888. This building is done up in an American Neo-Baroque style and is topped with a dome. For 80 years, up until the construction of the new government office, it housed Hokkaido's administration.

The clock tower of Sapporo Agricultural College, the precursor to Hokkaido University, houses a dojo. In 1878, at the suggestion of Dr. Clark, it was constructed as a central hall for military drills, school admission ceremonies, and graduations.
